Advancing Skills Based Hiring with Verifiable Resumes

Case Study
PROJECT MISSION: ADVANCING THE SKILLS-BASED HIRING ECOSYSTEM

Design a resume authoring application that guides people on how to create a verifiable resume.

About The Project

To support the U.S. Chamber of Commerce Foundation T3 Innovation Network's mission "to accelerate the use of digital tools to make the job market fairer and more inclusive" we designed an open-source proof of concept that enables job seekers to link self-issued and organization-issued Verifiable Credentials (VCs) to any part of their resume. Working at the intersection of product design, decentralized identity, and narrative storytelling, we conceptualized a tool that supports data sovereignty, credential portability, and flexible narrative rendering.

As part of the skills-based hiring ecosystem, Resume Author, empowers individuals to showcase their skills and experiences securely using Learning and Employment Records (LERs) and data schema standards while also benefitting from AI resume authoring. This tool aims to lay the foundation for creating a more equitable future for all.

FEATURES

Linking Verifiable Credentials to a Resume

Using hashlinks, users can select any text and add self-authored claims to their skills and experiences within the resume. This allows users to effectively link verifiable credentials to their job descriptions and other areas of their resume as evidence of a skill or experience.Verifiable credentials resolve to a trust registry. This provides powerful benefits:It's proof a resume was created by a human and not AIIt provides skill and experience verification against a trust registryIt increases the overall trust signal of the legitimacy of the dataIt provides highly structured data to an applicant tracking system

Login with Learner Credential Wallet

We thoughtfully designed the onboarding flow to help users seamlessly sign in to Resume Author with the Learner Credential Wallet (LCW). Because many users may not yet have the LCW installed, the flow begins by prompting them to download it from the official source via a QR code. Once installed, users return to Resume Author, where a they continue to the next QR code. Scanning the code with the learner credential wallet securely authenticates users and enables the app to retrieve any verifiable credentials stored in their wallet. This process ensures a secure, standards-aligned sign-in experience while preserving user control over where their credentials live.

Verifiable Credential and Evidence Library

The library view of Verifiable Credentials (VCs) and supporting evidence offers a simple, intuitive way to manage the proof behind your resume. Users can easily see which credentials and documents are included, toggle them on or off, and organize their resume around what matters most—verifiable, trustworthy data. Whether it's a certification, course, transcript, document, or portfolio file, everything is linked, trackable, and shareable—making the resume not just a list of claims, but a living, evidence-backed record.

The impact of our work:

Time to Proof

Reduces time-to-proof by enabling users to link verifiable credentials (VCs) directly to resume content, replacing vague claims with validated evidence.

Increased Trust

Increases trust by anchoring self-asserted skills and experiences to endorsements, digital signatures, and credential metadata - proving resumes are human, not AI.

Equitable

Empowers underserved job seekers, including career-switchers and those without traditional degrees, to represent their skills with credibility and control.

Data Sovereignty/Portabilty

Enables portable, user-owned resumes that live beyond a single job platform—supporting decentralized storage and selective sharing for data sovereignty.

Standards Aligned

Aligns with emerging workforce standards like VC 2.0 and LER specifications, making the tool interoperable with future employer, government, and educational systems.

Increased Trust

Improves hiring workflows by offering recruiters a structured, machine-readable resume format that includes credential source links verifiable via a 3rd party, independent public trust registry.

Supports Skill-based Hiring

Supports skills-based hiring by giving users a way to prove what they know, not just where they worked—shifting focus from pedigree to capability to support a skilled workforce.

Skill-first and Data Rich

Creates a proof of concept for a new resume paradigm, where resumes function as verifiable, trust-rich data objects instead of static PDFs, enabling organizations to better track skills.
